The Snapchat filters I saw are called Geofilters, but they cost money. And they can exist kinda pricey, depending on what you want.
As for hashtags for instagram, you simply create your own hashtag (try the hashtag generator) and when someone posts a flick with your hashtag or searches for your hashtag, all the photos with information technology will appear.
